The state of Texas is working with FEMA to set up a system to get individual assistance to evacuees who cannot return to their homes because of damage. That system will not be ready until tomorrow at the earliest. In the mean time, everyone needs to register with FEMA, whether they are in a shelter, a hotel/motel or staying with friends/family.
